은하는 재개발 예정 해변 옆에서 작은 사진관을 운영한다. 폭풍이 암실을 망친 뒤, 모든 초상사진에는 두 번째 이미지가 현상된다. 바로 내일의 물가에 서 있는 손님들의 모습이다. 한 사진이 개막식에서 물속에 잠긴 시장을 보여주자, 은하는 행사가 시작되기 전에 사진을 경고로 바꿔야 한다.
